Under the Canada-Manitoba Economic Partnership Agreement (EPA), the governments of Canada and Manitoba are working together and in partnership with community stakeholders on two strategic priorities – Building our Economy and Sustainable Communities – to enhance the skills of Manitoba workers and promote economic growth and diversification in Manitoba.

Building on existing economic strengths, Canada and Manitoba will work cooperatively through this agreement to:

This agreement provides $50 million for programs and projects over five years, made up of matching contributions of $25 million each from Canada and Manitoba and in partnership with community stakeholders.

Partnered initiatives under each priority area may take the form of capital projects, pilot projects, business plan development, market-related research, innovative research, and so on.

Projects are reviewed in terms of federal-provincial strategic priorities and in the context of start-up and long-term self-sustainability, without a requirement for additional or ongoing support from either government.

A federal-provincial management committee administers the agreement with representation from Western Economic Diversification Canada and Manitoba Intergovernmental Affairs and Trade.

Purpose

The purpose of the Canada-Manitoba Economic Partnership Agreement is:

  1. to provide a mechanism for achieving greater federal-provincial cooperation in realizing the economic and regional development potential of the Province of Manitoba by way of collaboration; and
  2. to undertake the joint economic development opportunities as set out in Schedule “A”, whereby Canada and Manitoba will work together and with other interested stakeholders to strengthen Manitoba’s economic diversity through innovation, build on existing advantages, create new employment opportunities, and enhance economic growth.

Principles

To pursue and achieve the purpose of the Agreement, each Party will apply the following basic principles in respect of this Agreement:

  1. the total expenditures funded under this Agreement will be shared by Canada and Manitoba on a fifty-fifty basis;
  2. this Agreement allows for flexibility in Program or Project financing and participation, in that each Party may decide to finance or participate in any one Program or Project exclusively or jointly, as long as clause (a) is adhered to;
  3. public-private and non-profit arrangements and the leverage of funds from sources other than government will be considered;
  4. Projects will be reviewed in the context of their start-up and long-term self sustainability, without a requirement for additional or ongoing support from either Party, beyond the term of the Project Contribution Agreement;
  5. efforts under this Agreement will respect environmental integrity while being consistent with long-term strategies to strengthen and expand the economy of the Province;
  6. efforts under this Agreement are intended to reduce overlap and duplication and contribute to improved efficiency and effectiveness in the area of economic development activities between Canada and Manitoba through increased collaboration; and
  7. this Agreement operates within an environment of fiscal responsibility and accountability.

Objectives

This Agreement is to further strengthen and diversify Manitoba’s economy, build on existing economic strengths, enhance the skills of Manitoba’s workforce, and promote regional development in accordance with the key strategic areas identified in Schedule “A”. Specifically, the Parties will cooperate and work jointly to:

  1. advance innovation research, development and technology commercialization in Manitoba;
  2. support industry-based infrastructure, improved competitiveness and productivity, increased trade capacity, development and promotion, and an environment that attracts investment; and
  3. support the development of a skilled workforce; access to knowledge-based infrastructures; the promotion of local tourism and natural resource development opportunities; and the participation of all community members in the economy to enhance the viability, sustainability, and growth of communities throughout Manitoba.
